It could happen in the Big West. Remember when the PCAA was UNLV and the seven little Dwarfs. Before that it was LBSU and the seven little Dwarfs. The Big West has a automatic Bid to the NCAA's. It's ranked about 16th out of 32 D1 Conferences. It's not going to lose that Bid.
If LBSU starts a new Conference the NCAA does not have to give it a Automatic Bid. It would have to earn a At Large Bid. And I'am sure the NCAA would rather give that Bid to the 6th place SEC Team.
So as long as the Big West keeps it's automatic Bid I would rather be a Big Fish in a little pond. Now if a better Conference invites Long Beach thats a different story.
